Guest KevinFisk, LKQwas invited to speak on thena-
tional perspectiveof auto recycling legislation. The
lengthy discussionpromptedan in depth reviewof the
national trends/issues/struggles that states face tomain-
tain laws that level theplaying fieldand treat all entities
engaged in thebusiness of automotive recyclingas com-
mercial enterprises andnot as hobbyist exempt from
paying taxes, collecting taxes on retail sales and the
overhead associatedwith runninga business. Other dis-
cussion included consumer safetyand identity theft
awareness. JordanBarkow, Sunline&Chase, suggested
creating consumer informational posters tobedisplayed
at DOT licensing stations. KevinandSuealsodiscussed
theprocess ofmaking incremental changes to the Iowa
recycling laws to shoreup the loop holes that allow illegal
processes to circumvent the law. Thegroupexchanged
ideas and frustrations at the lack of enforcement and the
safetyof drivingauction total-loss-wrecks on the road.
Themeetingwas a livelydiscussionof thebusiness of
auto recyclingand the impact changesmadewith legisla-
tiveeffort couldhaveon theproblems createdby the pi-
rates.
Sueprovidedan overviewof the scheduleof events at
theCapitol thenext dayand the talkingpoints and re-
sources that wereavailable toaid indiscussingauto re-
cycling issueswith legislators suchasNMVTIS reporting
at the state level and the “Scrapper Definition” bill that
was in subcommitteewith thegoal of buildingenough
support tobring it to the floor inboth chambers andbe-
come law that all entities engaged inor advertisingas
beingengaged inauto recyclingare required to be li-
censed in the stateof Iowa. JimPiazza, Jr arrived from
the capitol with goodnews that thebill was tracking suc-
cessfullyand that our effortswere perfectly timed for
drummingup support. (Thebill did in factmake it to the
Senate floor for debate the followingMondayandwas
voted in favor of 46-0,meaningnoopposition!)
Thediscussionwas energizedand those inattendance
agreed that it was aproductivemeetingandmust be
heldannually to keep themomentum going tomake
changes to the current laws in Iowa. Themeetingwas
adjournedat 5:30pm and thediscussion continued
throughout thePACReceptionuntil after 9pm. The
group then reconvened at theStateCapitol at 7:00am.
